Jiangning was established as a province in the 25th year of Qianlong's reign in the Qing Dynasty (1760). The provincial chief secretary was established under the supervision of the Governor-General of Liangjiang, one of the eight governors of the Qing Dynasty. It spans the river and the sea, connects Anhui and Sichuan to the south, and Henan to the north. It governs four prefectures, two Zhili prefectures, one department and 33 prefectures and counties.
